While it is not exactly outdoor dining, the ceiling and fountains at the Forum Shops at Caesars Palace are reminiscent of a small Italian town. This eatery is very trendy and very popular, so be prepared to wait for a table. However, the waiting area is a lovely promenade in the Forum Shops and a great place to people watch.
