Blue Badge Guides are official tourist guides who have to go through training and selection before certification by the Institute of Tourist Guiding. In London, the training program is 18 months, so it's no surprise that you're most likely going to get an enthusiastic and knowledgeable guide. Prices vary according to the tour, and special foreign language tours are also conducted. The service is fully flexible - you can make up your own tour and go on it whenever you want to but remember it costs more at night.
