Taxis aren't limited just to dry roads around San Diego Bay. A popular cheap transport method is to take the water taxi, which for $5 a person will take you to any location in the north part of San Diego Bay, including Harbor Island and Shelter Island. South Bay locations are extra depending on distance. The water taxi can be boarded at the fishing dock just north of Seaport Village on Harbor Drive or call for it to come to your location.
