Fort Belvoir is a gorgeous site located on the Accotink Bay in Virginia, a shallow bay that leads to the Potomac River. Although the site is on a military base, it is open to everyone. The place is free and parking is within feet of the water. The shallow waters are a great place to teach beginners who will feel comfortable on the flat water; the more advanced can tackle choppy water farther out.
